President Donald Trump ordered the deployment of 300 California National Guard troops to Portland,

Oregon, despite a federal judge’s order blocking

the use of Oregon’s National Guard. The deployment was intended to

address protests near an ICE facility. However,

the judge ruled that the federalization lacked justification and violated constitutional principles,

leading to a temporary restraining order that blocked the deployment of any National Guard units to Oregon.

In response, the Trump administration criticized the court’s decision,

with White House Deputy Chief of Staff Stephen Miller calling the ruling “egregious”

and asserting the president’s “plenary authority”

under Title 10 of the U.S. Code to federalize the National Guard.

The deployment order sparked legal challenges from California and Oregon,

leading to a court hearing on October 5, 2025. U.S. District Judge Karin Immergut,

appointed by Trump,

expanded her initial order to block the deployment of any National Guard personnel to Oregon,

regardless of state affiliation.

She expressed concern that the administration’s

actions appeared to circumvent her previous ruling.
