The discovery was made after sanitation workers flagged an unusually heavy and tightly secured bag during routine collection. Deputies were called to the scene and quickly secured the area.

According to law enforcement sources, officers detected a strong, unusual odor emanating from the container, prompting the use of protective masks before opening the backpack.
