As neighboring countries sell cigarettes for half the price, cross-border shopping and smuggling flourish, undermining the very policy meant to save lives. Yet the government presses on, linking taxes to inflation, tightening smoking bans from bars to beaches, from offices to playgrounds. Behind the statistics—75,000 deaths a year—are families, habits, and addictions that do not vanish with a decree.
