The Federal Worker Buyout Plan and the Debate It Sparked

Trump launches a controversial buyout plan offering federal workers full pay until September to resign by February, sparking an intense national debate.

Trump Administration Unveils “Deferred Resignation Program” for Federal Workers

The Trump administration has introduced a sweeping new federal buyout plan known as the “deferred resignation program,” targeting nearly 2 million civilian employees.

The initiative offers participants full pay and benefits through September — but only if they agree to resign by February 6.

Officials describe the move as part of a broader effort to cut government costs and push workers back into offices after years of remote flexibility.

Why Now?

Currently, only 6% of federal employees in Washington, D.C. are reported to be working on-site — a figure the administration argues undermines productivity and oversight.

Supporters frame the program as a voluntary, cost-saving reform that allows employees who are unwilling to return in person to step aside gracefully.

White House Response

Press Secretary Karoline Leavitt pushed back hard against accusations that the buyout is a political purge:

“This policy is about efficiency and savings for taxpayers — not politics.”

She emphasized that the administration views the plan as a path toward a leaner, more accountable workforce.

Critics Sound the Alarm

Labor unions and employee advocates warn the initiative could weaken essential services by pressuring career staff to leave — including experts with years of institutional knowledge.

They argue the program risks hollowing out public service capacity at a time when citizens depend heavily on federal programs.

What’s at Stake

Efficiency vs. Morale: Can government remain effective if veteran employees walk away?

Voluntary or Pressure? Critics question whether workers will truly feel free to decline the offer.

Public Services: Concerns linger over whether departures could delay or disrupt critical programs.

With strong arguments on both sides, the “deferred resignation program” is shaping up to be one of the most consequential workforce policies in years. Its outcome could redefine what federal service looks like in the Trump era — balancing efficiency against stability.

The distinction between deferred resignation and a conventional buyout matters to the employees weighing the offer. The proposal describes continued pay for a specified period in exchange for an agreement to leave. An employee looking at the offer would want to know when normal duties change, which benefits continue, whether an agency can recall the employee and how the terms affect eligibility for other positions. The headline terms alone leave room for questions that agency instructions or the written agreement would have to answer.

There are also consequences for the agencies that employ those workers. A proposal that attracts many applicants in one office and few in another may change staffing in ways that a government-wide total does not reveal. Employees in specialized jobs carry knowledge of systems, cases and procedures that can be difficult to transfer quickly. An agency managing departures must consider how to hand over that work and how long replacements would take to train.

Those competing concerns help explain the debate over the program. Supporters may emphasize staffing flexibility and eventual savings, while critics may focus on the cost of paying employees during the transition and the effect on public services. Evaluating those positions requires attention to the written terms, the number of participants and how departures are distributed across agencies.
